might grated from, say, california, texas, new mexico, because of job opportunities in arizona over the last decade or so. but that's not unlike perhaps the white population, too. it's very hard to find native arizonans. so, a lot of the people there are transplants from elsewhere and i think that explains a lot as to why the latino voters are still the sleeping giant in arizona. we saw them surge in new mexico and of course colorado and nevada, but in arizona they're still asleep some people ask why. i think in part it's because they have not established rooting, the roots in the community like in, say, california or texas. >> go into the numbers a little bit. what percentage of the population -- we heard the percentage of electorate. give us a sense of the percentage of the population, what they -- growth rate, expansion. >> in arizona, approximately one-third of the population are hispanic background. but when we take into consideration the qualifications to vote, the voting age population, only have 25% eligible to vote in terms of being over 18. but of that population, one-thir

, all of the upper midwest, and we've even got snow down through colorado and even new mexico. now we have 32% of the country covered by snow, which is where we should be for this time of the year. that's what it took. one big storm. will the cold and the snow remain? doesn't look like it. it's a little better than yesterday. the colder air finally made its way to the east coast. it does have some rain showers with it. some are moving through philadelphia right now and a also down in south florida and we had the tornadoes pretty nasty down in areas of florida. now, as far as radar, you can see philadelphia, through new jersey. this will come through the next hour, hour and a half. and then through connecticut it should be all gone by 8:00 a.m. definitely cooler on the east coast. in the midwest, you definitely remain on the chilly side but everything should have a dry afternoon. the exception, again, lynn, florida, low 80s and dodging showers. still hard to feel bad for them. >> yeah, it is. thank so much. >>> bright lights over texas, colorado's rocky high, and, bill, who is hoarding

a really nice trailer in new mexico. here is my trailer. i live in a trailer in mexico. [laughter] this trailer has a really nice mri in it. we work with inmates to volunteer force studies and how to make them better. what we have found is that individuals to have those psychopathic traits, only about a third of all inmates will score really high on the straights. they have reduced gray matter density in these areas. this is the same area where that guy had the tumor. these individuals, control and for all the important things, they are all from pretty average environments. extremely different in terms of structure. does this go towards mitigation? how should it be used? how should this information be used to? i use it to dole out treatment. that is how i thought we would kick start this seminar. i am happy to answer any other questions. i did not do this all by myself. i had a lot of individuals who helped me with this data. this research is all funded by the national research of health, your tax dollars. thank you for your attention. i will turn over to our moderator. thank you.

. i do know that -- so the atkins case was actually argued by a professor at the university of new mexico and he is constantly barraged by what's the best way to assess i.q., especially when you have these different tests and different measures, et cetera. i.q. is one of the most well studied things in psychology. so taking a brain scan and fitting your brain along a dimension and getting a value is just a slightly different way of doing it than giving you the tests and stuff like that. so i have not obviously testified to anything like that. i just tried to give that as an example. there is an enormous literature out there that is already peer-reviewed and published on i.q. there are dozens of papers. the big question is how well can i take a single person's brain scan and with what confidence can i get a number associated with it that we would derive an i.q. those measures and ways that we do that get better every month, basically, every year we're getting more and more accurate at taking a single piece of information or complex piece of information and fitting it. to my knowledg

new mexico asks the senator from nebraska to yield. mr. johanns: i will. the presiding officer: the senator. mr. udall: the senator from nebraska has talked about the rules not being able to be changed because internally in the senate rules, there is a provision that says you need a supermajority, two-thirds of the senate to change the rules. so this is the proposition that we are hearing argued by many senators that we're changing the rules to break the rules. breaking the rules to change the rules. we have heard that repeated several times over and over again on the senate floor. now, the other side of the argument, as the senator i think well knows since he worked up here and was around and saw senator bird, is that the constitution is superior to the senate rules, and the constitution specifically says that article 1, section 5, that each house may determine the rules of its proceedings, and statutory production applied to that means simple majority, determine the rules of its proceedings. this is a standard interpretation construction, and we know that supermajorities are

getting a lot of attention on fox news latino.com. investigators are looking into what caused a small plane to crash in mexico killing seven people including high-profile mexican-american singer jenni rivera. the 43-year-old was on her way to a concert when the plane took a nose dive, literally disintegrating on impact. trace gallagher is following this life from our los angeles bureau. what do we know, trace? >> reporter: well, because that plane was owned by a las vegas company, the ntsb is involved in this investigation. we're being told it could be about ten days before they have any preliminary result on this. we know that after jenni rivera performed a concert in monterey, mexico, 3:30 in the morning she left for mexico city. about ten minutes into that flight the plane went from 35,000 feet to 9,000 feet, and then it fell completely off the radar. it hit so hard that it disintegrated, and authorities say none of the wreckage or remains were unrecognizable, and at first that gave rivera's family some hope. listen. >> in our eyes, we still have faith that my sister will be okay.

, the news from investigators is not encouraging. reports of a rapid lost of altitu altitude, just outside monterrey, mexico, where the mexican-american superstar had performed the night before the crash. now, we're learning that the small twin-engine lear jet was old. it was a 43-year-old jet. and one of the two pilots was 78. both of those factors will be investigated by mexican authorities, aided by the american national transportation safety board. >> there's no age limit for pilots. >> reporter: as for the plane, it had one serious crash in 2005. a different pilot ran off the runway, during landing at amaril amarillo, texas. the ntsb blamed the pilot for losing control. >> if there was a problem back in 2005, it would wait this long to manifest itself. >> reporter: mexican authorities say it will take up to ten days for the initial result of the investigation to be known, leaving behind a grieving but still hopeful family. and fans. >> she was more than just a song writer and a singer and a very famous singer. she was a personality. >> reporter: mexican officials are hoping to find a
